Toronto version (May 2014). Still need for an agreement on the scope of "Vocabulary": controlled vocabulary or more generic than that?

Currently nothing uses Vocabulary. If it is an external Vocabulary Set then why isn't it just an ExternalMaterial? If it was to reflect the use of Vocabulary in 3.2 be aware that Vocabulary was then meant to point to a related vocabulary or item in a vocabulary. Since that was put in we created CodeValueType (ExternalControlledVocabularyEntry). This class doesn't make much sense to me in the context of DDI4 expecially as we have the ability to identify either a full vocabulary, an item in a vocabulary, or even declare a full vocabulary in-line.
