Definition: 

A data element that is common to multiple data sets across different studies. Commonality may be universal, domain specific, required by an institution or a best practice (core).

A common data element has a name, definition, instructions for use, provenance and a value set.

Explanatory Notes: 

In DDI a CDE is an annotated identifiable through which it inherits annotation properties including provenance and identifier properties including a name.

In DDI a CDE gets its definition and a value set through its association with a RepresentedVariable.

Finally in DDI a CDE gets its instruction from its association with Instruction. Instruction captures the protocol for using a RepresentedVariable. Instructions might be for use in a questionnaire, a lab test, etc.
